Mix flour, sugar, butter, and baking powder with a fork in a small bowl. Add water and mini chocolate chips. Mix thoroughly with fork or fingers. Measure 1/2 tsp. of dough and roll into a small ball. Place ball of dough onto a greased pan. Place 6-8 dough balls on the pan. Press each down slightly with finger to ensure it is below the edge of the pan.
Bake for 9 minutes. Do not over bake. Cookies should not be brown on top.
Let cool for 5 minutes.
Repeat the process to use the remaining dough.
Yields approximately 15 mini cookies.
